    Composite soft magnetic materials consist of magnetic particles in a non-magnetic matrix. The properties of such materials can be modelled using effective medium theory. Measurements have been made of the complex permeability of composites produced using ferrite powder and polyester resin.     Correaltion of full-scale drag predictions with flight measurements on the C-141A aircraft. Phase 2: Wind tunnel test, analysis, and prediction techniques. Volume 1: Drag predictions, wind tunnel data analysis and correlation

    The degree of cruise drag correlation on the C-141A aircraft is determined between predictions based on wind tunnel test data, and flight test results. An analysis of wind tunnel tests on a 0.0275 scale model at Reynolds number up to 3.05 x 1 million/MAC is reported. Model support interference corrections are evaluated through a series of tests, and fully corrected model data are analyzed to provide details on model component interference factors. It is shown that predicted minimum profile drag for the complete configuration agrees within 0.75% of flight test data, using a wind tunnel extrapolation method based on flat plate skin friction and component shape factors. An alternative method of extrapolation, based on computed profile drag from a subsonic viscous theory, results in a prediction four percent lower than flight test data

    Suprathermal plasma observed on STS-3 Mission by plasma diagnostics package

    Artificially produced electron beams were used extensively during the past decade as a means of probing the magnetosphere, and more recently as a means of actively controlling spacecraft potential. Experimentation in these areas has proven valuable, yet at times confusing, due to the interaction of the electron beam with the ambient plasma. The OSS-1/STS-3 Mission in March 1982 provided a unique opportunity to study beam-plasma interactions at an altitude of 240 km. On board for this mission was a Fast Pulse Electron Generator (FPEG). Measurements made by the Plasma Diagnostics Package (PDP) while extended on the Orbiter RMS show modifications of the ion and electron energy distributions during electron beam injection. Observations made by charged particle detectors are discussed and related to measurements of Orbiter potential. Several of the PDP instruments, the joint PDP/FPEG experiment, and observations made during electron beam injection are described

Current small animal models are often poor representations of human disease, contributing to the high rate of failure in human trials. Outbred dogs can be excellent models for researching human disease. Clinical trials in dogs are inexpensive and efficient compared with human trials.     The value-added of primary schools: what is it really measuring?

    This paper compares the official value-added scores in 2005 for all primary schools in three adjacent LEAs in England with the raw-score Key Stage 2 results for the same schools. The correlation coefficient for the raw- and value-added scores of these 457 schools is around +0.75. Scatterplots show that there are no low attaining schools with average or higher value-added, and no high attaining schools with below average value-added. At least some of the remaining scatter is explained by the small size of some schools. Although some relationship between these measures is to be expected – so that schools adding considerable value would tend to have high examination outcome scores – the relationship shown is too strong for this explanation to be considered sufficient. Value-added analysis is intended to remove the link between a schools’ intake scores and their raw-score outcomes at KS2. It should lead to an estimate of the differential progress made by pupils, assessed between schools. In fact, however, the relationship between value-added and raw scores is of the same size as the original relationship between intake scores and raw-scores that the value-added is intended to overcome. Therefore, however appealing the calculation of value-added figures is, their development is still at the stage where they are not ready to move from being a research tool to an instrument of judgement on schools. Such figures may mislead parents, governors and teachers and, even more importantly, they are being used in England by OFSTED to pre-determine the results of school inspections

    Re-Inventing Public Education:The New Role of Knowledge in Education Policy-Making

    This article focuses on the changing role of knowledge in education policy making within the knowledge society. Through an examination of key policy texts, the Scottish case of Integrated Children Services provision is used to exemplify this new trend. We discuss the ways in which knowledge is being used in order to re-configure education as part of a range of public services designed to meet individuals' needs. This, we argue, has led to a 'scientization' of education governance where it is only knowledge, closely intertwined with action (expressed as 'measures') that can reveal problems and shape solutions. The article concludes by highlighting the key role of knowledge policy and governance in orienting education policy making through a re-invention of the public role of education
